A 43-year-old Oregon man, legally named Loony John Franklin Kolb Toon, has been sentenced to 20 years in prison after pleading guilty to multiple felony charges linked to a 2025 police chase in which authorities say he opened fire on officers.

At the time of the incident, he was already on probation for a prior kidnapping-related conviction.
The incident occurred on June 20, 2025, when Milwaukie police attempted a traffic stop that quickly escalated into a dangerous pursuit.
