Officials also confirmed an additional attempted murder charge related to an injured Sandy Police Department officer.
Investigators stated that Moore was married to Jenna Mary Overson, making the case a domestic-related incident that escalated into a mass shooting.
Authorities further charged Moore with illegal possession of a firearm and multiple counts of kidnapping in connection with his minor child and another individual present during the incident.
The shooting occurred on May 31 near the 39500 block of Evans Street in Sandy, following reports of a domestic disturbance.
Law enforcement officers from Sandy Police and Clackamas County Sheriff’s Office responded to the scene shortly before 4:00 p.m., where the situation had already escalated into gunfire.
A responding officer, Sgt. Garrett Thornton, sustained multiple gunshot wounds and was transported by air ambulance to a hospital. Officials later confirmed that the officer was in stable condition and expected to survive.
Police confirmed that the suspect surrendered peacefully at approximately 8:00 p.m. on the same day. Authorities stated that there was no ongoing threat to the community following his arrest.
He is currently being held without bail at Clackamas County Jail and is scheduled for a court appearance on June 8.
Family members of the victims described the incident as devastating and emotionally overwhelming.
Jenna Mary Overson was remembered as a dedicated mother, while Mary Beth Overson was described as a warm and humorous family figure. A teenager, Kobyn McClure, was reportedly an unintended bystander who happened to be near the scene when the shooting occurred.
A fundraising campaign has been launched to assist with funeral expenses and support the surviving children of the victims.
Local officials, including Sandy Mayor Kathleen Walker, described the incident as a deeply traumatic act of domestic violence that has impacted the entire community.
Authorities and community leaders have called for greater awareness of domestic abuse, untreated trauma, and violence prevention efforts following the tragedy.
The suspect remains in custody as prosecutors continue to build their case. Additional court proceedings are expected in the coming weeks as the investigation progresses.
